Located in the North-East of the country, Quang Ninh Province has an area of more than 5 900 and a population of 1.000000. It has forests plains and sea and an international border gate of Mong Cai to the People's Republic of China.Quang Ninh has access to many land and river-going transport ways including the Cai Lan the only deep-sea port in northern Vietnam.


Quang Ninh is a mountainous and coastal province, with more than 80% of its area being made up of mountains and hills. The sea and island zone of Quang Ninh has a unique terrain. There are more than 2,000 islands, making up two thirds of the Vietnam's islands. They extend along the coast for more than 250km and divide into numerous layers. The largest islands are Cai Bau and Ban Sen, while the smallest are just like rocks in a garden. The sea bottom terrain of Quang Ninh isn't smooth, and 20m-average depth. There are the remnants of ancient streams and underwater rocky banks. The streams from the mainland connect to deep drains along the sea-floor; creating a series of waterways, canals and harbors along the coast.


Quang Ninh's climate is symbolic of the climate in the North Vietnam; featuring all four seasons. In summer, it's hot, humid and rainy, while monsoons flourish. In winter, it's cold, dry, and sometime rainy.

The average heat radiating during a year is 115.4 Kcal/sq. cm. The average temperature is over 21ºC, while the average humidity is 84%. Annual rainfall totals between 1,700 and 2,400mm, and there can be between 90 to 170 rainy days in a year. These are mainly concentrated in the summer (more than 85%), and especially in the months of July and August. In winter, rainfall only reaches between 150 and 400mm.

In comparison to other provinces in the north, Quang Ninh has been more under the influences of north-eastern monsoons. The wind blows strongly and the temperature drops to between 1 and 3ºC. During a north-eastern monsoon, high mountainous regions such as Binh Lieu and Hai Ha, Dam Ha sometimes see the temperature drop below 0ºC.

Storms have a large influence on the province, mainly in June, July and August. The intensity can be extremely strong, especially in island and coastal regions.
Due to differences in terrain, the climate of sub-regions vary. The border area of the Mong Cai Town is colder and rainy, with an average temperature of around 22ºC and rainfall reaching 2,751mm. In the Yen Hung District, the most southern area, the average temperature is 24ºC and sees an average rainfall of 1,700mm. The high mountainous region of Hoanh Bo, and Ba Che Districts, is victim to 20 days of frost a year, and is subject to little rainfall. In the Binh Lieu District there is heavy rain (2,400mm) and winter lasts for six months. The offshore island region is not the wettest area, with only 1,700 to 1,800mm³ of rainfall per year, but winter is often accompanied by thick mists.


Minerals resources: There is a wide variety of minerals resources mostly amounting to big and high quality reserves which other provinces do not have.

 - Coal deposits 11 billion tons, 3.6 billion tons of which were prospected, mostly laid in 3 areas: Hon Gai, Cam Pha-Duong Huy, and Uong Bi-Mao Khe. Coal under anthracite gains carbon rate of 80-90%, high calorie 7,350- 8,200 kcal/kg. Some 30 – 40 million tons are annual exploited, making up 90% of exploited coal nationwide.

 - Limestone deposits some 3.1 billion tons, catering for 4 – 6 million tons of cement per annum. There is, in addition, sand, clay, kaolin, and minerals water springs.

Sea resources:

-With a 250km of coastline, 6,000 of water expanse, over 2,000 big and small islands, over 40,000ha tide beach, and 20,000ha of bay, Quang Ninh is high potential to develop aquaculture and catch aquatic stocks.

 - Along Quang Ninh coastal area, deep and wind-tight areas, including Ha Long City, Mong Cai City, Cam Pha Township, districts of Tien Yen and Hai Ha are of upper hand to build and develop a sea port system. Cai Lan and Cua Ong Ports are surrounded to stop winds by limestone mountains. Currents can receive vessels of thousands of tons.

 Forest resources: There are 243,833.2 ha of forest and forest land (accounting for 40% of Quang Ninh’s natural land), of which 80% are natural forest, the remaining are planted forest; special forestry covers some 100,000ha; unplanted land about 230,000ha. It is very convenient to develop woods for industry, special trees, and fruit-tree.

 Water resources: There is a wide variety of water resources in Quang Ninh.

 - Water expanse: Rich water expanse of rivers is said to reach 8,776 million m3/ day, rising from all valleys; currents amount to 118 l/s/km2 at somewhere when it rains heavily.

 - Underground water: An underground water reserve at Cam Pha is 6,107 m3/ day and at Ha Long 21,290 m3/ day.

 Besides, Quang Ninh built some 30 reservoirs at the volume of 195.53 million m3 such as Yen Lap (118 million m3), Chuc Bai Son (11.5 million m3), and Quat Dong (10 million m3)… Adding all reservoirs, ponds, and lagoons, Quang Ninh has between 2,500 and 3,000ha of water expanses of lakes and ponds, making it possible to do aquaculture.

 Land resources: Quang Ninh covers 611,081.3ha, 75,370ha of which is used for agriculture, 146,049ha for forestry, and some 20,000ha for fruit trees.


There are many beautiful beaches and natural beauty spots such as Halong Bay, Bai Tu Long Bay, Tra Co Beach, Co To Beach, Dai Beach in Van Don etc. Besides, there are historical and architectural relics enabling the development of tours on land, sea and islands.

Halong Bay covers an area of 1,553 sq. km including 1,969 islands, of which an area of over 434 sq. km including 788 islands has been recognized by UNESCO as a world heritage due to its cultural, aesthetic, bio-geological and economic value. There are in the bay many soil islands, caves, grottoes, beaches, beautiful landscapes enabling the development of attractive tourist sites of various types.

Tuan Chau Island belonging to Halong Bay has an area of 220ha. It is 8km from Halong City and 2km offshore. This is an ideal spot to develop a super tourist complex. Bai Chay Beach is a wonderful spot and provides full range of services.

With around 500 historical, cultural and arts relics, attached with many traditional festivals; such as Yen Tu Pagoda, Cua Ong Temple, Bach Dang historical relic, Long Tien Pagoda, Quan Lan Communal House etc, which attract a large number of visitors, especially during festivals.
Coming to Quang Ninh, tourists can have good chance of enjoying seafood, including holothurians, abalone, shrimp, crab, areca, shellfish, gaillardia, etc.


Although economy of the region is agriculture based, other sectors of industries and tourism are also getting priority attention. Being located in the northern economic triangle (Hanoi-Haiphong-Quangninh), the province has abundant resources and has immense potential to develop the economy in every sector. The People's Committee of Quang Ninh Province in 2007 approved proposals for development plans up to 2020. Industrial development is taking place at a rapid pace. Mineral extraction industries are being developed. Special economic zones are being created and the plans envisage making the province a modern industrial province by 2015. The two economic development zones under development are the Mong Cai Border Gate Economic Zone and the Van Don Economic Zone. Tourism is also a sector of economic development, which has been given priority.

Some of the economic indicators in agriculture, industries and other sectors are the following. There are only 1,440 farms as against the national number of 120,699.

The Output value of agriculture produce at constant 1994 prices in the province was 952.5 billion đồngs against the national value of 156,681.9 billion dongs.

The province produced 227,700 tonnes of cereals as against the national production of 43.68 million tonnes.

The per capita production of cereals in the district was 205.2 kg as against the national figure of 501.8 kg. in 2008.

In 2007, the industrial output of the province was a meagre 37,987.5 billion dongs against the national output of 1.47 million billion dongs.

New rural development program

After more than 3 years of implementation, the new rural development program in Quang Ninh province has mobilized approximately 1.2 billion USD, with more than 34 communes achieving the new rural development criteria, the most of any of Vietnam’s 15 northern mountain provinces. Farmers’ income per capita increased from approximately 660 USD per year in 2012 to 785 USD in 2013. Most of the people in Quang Ninh now have regular access to the national electricity grid. The most important success Quang Ninh has achieved is to mobilize and communicate with people and gain their support. Quang Ninh will continue to promote the new rural development program in its communes and to involve every individual district in the national target of building a new rural landscape.

Green economy

Quang Ninh aims to become an industrialised locality by 2020 and one of the economic locomotives in the northern region. The province will shift from a “brown” growth model that is based on limited natural resources to “green” growth, and strengthen sea-based economy in order to create a strong foundation for a great leap in comprehensive development after 2020. Japan is now Quang Ninh’s largest ODA provider with 13 projects capitalised at 200 million USD.

The projects focus on developing infrastructure, upgrading rural transport system, building irrigation work, supporting health care and protecting the environment. Several major projects, including Cai Lan deep water port and Bai Chay bridge, play an important role in the province’s sustainable development. Regarding investment, four Japanese enterprises are operating in Quang Ninh with combined registered capital of nearly 7.26 million USD, putting Japan at the 12th position among countries and territories investing in the province.

Investment environment

In the first eleven months of 2013, Quang Ninh attracted US$400 million from FDI projects, equalling the figure from a year earlier and up 15 times in 2011. Despite the economic downturn, the fall in the country’s investment attraction, Quang Ninh made good results. Between January and November, more than 40 investors eyed investment in the province with the projects worth of billions of dollars signed. There were above results because in the recent years, Quang Ninh had many efforts in building open and friendly investment environment in a move to help Quang Ninh become an industrial province in 2015 and an economic dynamics of the north.

Promising destination for FDI investors

Quang Ninh is located at a geostrategic position with many potential and convenient conditions. Because of the capital shortage and hasty thinking, Quang Ninh received projects from all countries and territories that were not clearly defined investment strategy fields, focused to promote the organisation and selected suitable investors. Moreover, the lack of scientific and long-term planning, caused obstacles for long-term investment of investors in the province. Therefore, the province’s investment attraction was low: between 1990 and 2011, the province attracted US$3 billion from FDI projects (including US$2 billion from Mong Duong 2 thermal power project).

Overcoming these limitations and promoting FDI attraction for the process of restructuring and growth model, in the three recent years, Quang Ninh has been promoting the construction and completion planning, socio-economic development planning, making the strategy plan to attract FDI, taking advantage of all resources for investment in infrastructure, diversifying infrastructure systems, focusing on training to improve quality of human resources. The province has offered many incentives and liberal policies for investors. Slow but sure, Quang Ninh actually creates new changes in FDI attraction: in 2012, the province attracted US$412 million, up 15 times from a year earlier and in the first eleven months of 2013, Quang Ninh attracted nearly US$400 million. As of November 31, Quang Ninh attracted 104 FDI projects with total investment capital of US$4.3 billion, accounting for 18.7 percent of total FDI value of the whole country, ranking 16th among 63 provinces and cities. In November, the province signed a cooperation deal with Thailand-based Amata Corporation and Tuan Chau Corporation to build a new high technology urban area with total investment capital of US$2 billion, making great change for Quang Ninh province in the future.

Plans for investment attraction in the coming time

Quang Ninh is determined to renew the growth model, change development plan from “brown” into “green”, stable development based on higher productivity and the balance between the social and economic development priorities and environmental protection. To achieve the model change plans towards green and sustainable growth, building Quang Ninh province to become modern industrial province in 2015, we made plans to attract investment as follows:

Sectors’ plans: Quang Ninh will prioritise investment to build modern and synchronous infrastructure, including transport infrastructure; national power grid infrastructure, irrigation infrastructure, response with climate change and urban infrastructure towards green economic development and development space with one axis and two wings. The province will also call forfinancial investment, science and technology and brainpower, repair environmental pollution in major cities such as Ha Long, Cam Pha, Uong Bi, especially the disposal of coal mining, industrial waste water, domestic, solid waste, dust, and noise.

Prioritizing the development of services and focusing on attracting investment for the service sector such as culture, gastronomy, shopping, sports, finance, banking, telecom, maritime, aviation, health, education, science and technology transfer, logistics, fishery and entertainment.

In the industry sector, the province will prioritize investment in technology innovation in coal exploitation, thermal power, shipbuilding and green building material. Quang Ninh province will focus on investing in clean industry, supporting industries, processing and hi-tech.

In the agriculture sector, the province will focus on the development of bio-agriculture, clean agriculture, hi-tech agriculture, agro-forestry-fishery processing for exports and tourism.

In terms of region orientation development, Quang Ninh province will boost investment in two main areas. The province will develop Ha Long into a tourism and seaport city with focusing on entertainment and culture sector. Meanwhile, Quang Ninh will develop the industry sector, including green industry in Dong Trieu, Uong Bi, Quang Yen, Hoach Bo and Ba Che in the West while developing bio-urban and luxurious services in the East (Cam Pha, Tien Yen, Dam Ha, Hai Ha, Van Don, Mong Cai, Co To and Binh Lieu) to boost trade activities in Mong Cai and Van Don Economic Zones in the East. Quang Ninh will focuson investing in 11 industrial parks, especially those in Dong Trieu, Uong Bi, Yen Hung, Hai Ha and Mong Cai.

In terms of development partners: Quang Ninh will boost cooperation with major territories and countries such as Japan, South Korea, Taiwan, Singapore and Thailand and some multi-national corporation and leading traders. The province will encourage foreign direct investment (FDI) in hi-tech, clean technology and human resource training as well as attracting big projects.

Solution for investment attraction

The fact shows that a good and strategic planning is vital to attract investors. Thus, the province will focus on synchronizing the master plan on socio-economic development and perfecting urban planning, transport development and environmental protection at all levels, particularly at key areas such as Ha Long, Mong Cai, Van Don and Cam Pha. Quang Ninh will step by step finalize the investment plans to facilitate the operations of foreign investors.

Quang Ninh will continue boosting the administrative reforms towards publicity and simplicity. It has taken drastic measures to cut the number of administrative procedures to 12 now from earlier 34 and provide investors with all needed information on land and planning to quicken the progress of projects. At present, in addition to opening five public administrative centres with “one-stop” system, the locality has urged to build e-governance to provide 1,457 public services at grade 2 and 3, document management system at 18/20 departments, branches, 14 districts and 73 video conferencing places

The province considers the 2013 year as “a year for administrative reforms and manpower training”, which shows its strong commitment to the great politic determination.

Besides, Quang Ninh will enhance the site clearance and finalize the feasible studies for projects, which prioritize the training high-quality workforce; and boost the supporting services for enterprises, manpowerdevelopment projects and trade promotion as well as perfect investment mechanisms and policies to attract investors.

Moreover, the province will set up strategic partnerships with foreign organizations, associations and companies like JETRO, JICA to seek their support in promoting investment of the locality.


Communication systems:

Roadway: There are arteries connecting Quang Ninh with provinces from Northern Key Economic Region (NKER) and other nationwide regions. They have been completely built. The road network covers a distance of 410km of national roads (National Roads 18A, 10, 4B), 324km of provincial roads, and more than 2,000km of transdistrict and commune roads. Bai Chay Bridge, over the Cua Luc River, becomes convenient for communication. Bach Dang Bridge construction project which is part of the project to build a highway connecting Ha Long city with Ha Noi – Hai Phong expressway is on implementation progress. Quang Ninh province has already completed site clearance and is ready to offer the investor, Japan-based SE Group, with the best conditions to launch the project.

 Rail way:The Hanoi - Halong - Cailan Port Railway, which is favorable to carry freight from northern provinces to sea ports and vice verse, has been being built and is said to connect the national railway network by 2010.

 Water way:13 districts and townships, cities in Quang Ninh, apart from Binh Lieu, are endowed with rivers, canals, and sea to transport by waterway.

 Some big ports in Quang Ninh:

+ Cai Lan Port: It is a deep water port that not only serves Quang Ninh, but also is a gateway to NKER. The port, with its fields and advanced services system, receives 30,000-50,000 ton vessels, and gains the capacity of 18 -21 million tons/year.

 + Cua Ong Port: The port, which can receive 50,000 ton vessels, is used for coal exportation.

 + Hon Net- Con Ong Port, a transshipment port cluster that is off some 6 miles from coast and 20 m deep, can accommodate 10,000 -15,000 vessels.

 + Hai Ha Port Cluster, which is 10-22m deep, can accommodate 150,000-ton vessels.

 Airway: There are fields for helicopters to land and take off at Ha Long City and Mong Cai. International Standardized Van Don Airport Project was approved to build in the period of 2006-2010 by the Ministry of Transportation. In phase 1, an international standardized runway is built for Being 747 to land and take off.


Its infrastructure is rapidly expanded towards state-ofthe-art one. To date 100% communes get daily letters by post. Telephone subscription number averages 39 sets/ 100 people (excluding 1 million prepaid mobile phone  subscribers). It satisfies demands on post-telecom of the province.

 Electric power supply:

Quang Ninh powder supply can assure steady electric powder for home consumption and production in the province. At present, there are seven 110kV transformer stations at total capacity of 154 MVA and two 22kV transformer stations at capacity of 250MVA.

 And there are electric powder networks at levels of 35, 10, and 6kV in communes and wards province wide.

 The largest Vietnamese thermo-electric center at design capacity of 4,4400 MW in Quang Ninh, as per an approved plan, is built and expected to generate 5,000MW by 2010.

 Water supply:

Quang Ninh avails 69 reservoirs, lakes, damps at total reserve volume of 222million m3, in which Yen Lap Reservoir in Hung Yen District at reserve volume of 118 m3 can water 10,000 ha and supplies water for 100,000 people.

 Water works system in Quang Ninh: Dong Ho at capacity of 20,000m3/ day, Dien Vong 120,000 m3/day, Mao Khe 12,000m3, Mong Cai 5,000m3/day, Uong Bi 8,000 m3/day, and Quang Yen 5,000m3/day.


For way of becoming one of the manpower training centers for NKER, the province works closely with Central agencies, ministries to elevate training quality at colleges, second vocational schools, technician schools, and build Quang Ninh Industry University. Annually, over 3,000 students at all levels of university, college, and second vocational school are admitted. Trained laborer rate reached 33% in 2005, 42.5% in 2008 (including vocational training 32%).

 Health care:

The province instructs and carries out health programs and targets, pumps into equipment. It orders its health department actively to prevent epidemic diseases, and check safe food. Birth rate is controlled at 0.03%. Malnutrition rate from children under 5 years of age was decreased from 24.3% in 2005 to 20% in 2008. Children rate under 1 year of age inoculated against epidemic makes up 95%. 92% of people are served by health care. In 2008, 121 national standardized health stations account for 65%. Socialized health care bears some first fruits.


The province has number of attractions connected with the landforms such as the mountains and the sea or the bay, religious places of worship and also festivals. Some of these are:


Bai Tho Mountain is a limestone mountain formation, which rises to a height of 106 meters, right in the middle of the Hạ Long City. It appears like a visionary giant castle with three towers of the undulating rock. Another famous mountain is the That Bai Tho Mountain, which was earlier called the Transmission Mount(Then). It has historical linkage to the visit of Emperor – Le Thanh Tong to the provincial city in 1468. The king was moved by the beauty of the mountain covered with clouds, called it a young fairy of Hạ Long and got a poem written on it and engraved on the southern side of the rocky cliff. In 1729, Lord Trinh Cuong also did a painting and poem on King Le Thanh Tong on this mountain.


Two popular temples in the province are the Cua Ong Temple is located on a mountain overlooking low Bai Tu Long Bay, and the Tien Temple located next to the headquarters of People's Committee of Cam La commune.

Bach Dang beach

Bach Dang beach is a historical site which commemorates the 13th century victory of Tran Quoc Tuan over the Mongols who had invaded the country with 30,000 troops.
